Street Outreach Alliance Project

SOAP is a multifaceted, collaborative street outreach program. CORE partners with different agencies in the community to provide consistent and effective outreach to our neighbors living on the streets and in camps in the Eugene/Springfield area.

Our team of outreach workers goes out every week to distribute hygiene packs, basic survival supplies, and snacks to young people who otherwise may not have access to basic necessities like this. Consistent outreach is essential in building trust and rapport because it shows a tangible investment in the individuals’ being.

CORE’s outreach practices are based in harm reduction, trauma informed care, and empowerment. Our primary focus is to both literally and figuratively ‘meet people where they are at’ whatever this may look like. Each person we serve has an unique set of goals and we make it a point to be consistently listening, engaging, and adapting our approach to best meet the needs of each individual.
